Have a poster who sometimes doesn't include titles in their Posts and Pages. I can see it under some cases but then the poster added the Recent Posts and Pages widgets to the sidebar. Needless to say, some of the links are not clickable.

Have folks seen this before on their installs?

Would you consider it an issue? I'm leaning towards one because then you get folks who are like "OMG, there's no links to my content! What a crappy system. I'm going elsewhere!" Of course those may not be the ones who you want for end users but I can also see the typical soccer mom doing this by mistake.
