You simply need to place the appropriate languages files inside the plugin folder as you would do with any other plugin.

I am installing Recent Global Posts Feed, it says that I have to upload that only file in wp-content folder, but I also would like to translate this plugin, so where to upload the whole folder (with languages folder in it?)
