It means your API keys are not correct.
I'm having the same problem. I double checked the API key and then found the error. I was still in "sandbox" mode instead of "live"

G'day,
I have experienced the same error...
http://marketpress.goshdigital.com/
Checking out with some products in the cart sends data through to PayPal no problems in Live mode, but returns this error in Sandbox mode...
My assumption was that Sandbox mode was intended to send the data through to PayPal so we can test our transaction process without having to use a live site / credit card... is this correct?
Wondering why this doesn't seem to be the case. Any assistance would be much appreciated.
Cheers,
Cameron

Sandbox will do that with a sandbox API.
You use a live API in live mode.
