Admin features not available

I recently became the webmaster for a website that was setup by someone else which uses WordPress as a multiuser site using sub-domains. There are currently several sites already set up, however, I am not able to add additional sites as there is no link to do so even when I am logged in as a Super Admin. Likewise, there is no plugin section in the admin panel. I tried to update the site to the latest version of WP to see if that would resolve any of the issues, but again, even as Super Admin it says I don't have rights to do the upgrade.

Unfortunately because of the relationship between the site owner and the previous designer I am unable to get help there. I have worked with other multisite installations and have never encountered issues like this.

Does anyone have an idea of what might be going on or where I could get assistance to resolve these issues?

Are you using wp-admin/network or just wp-admin?

As UNIMII's asking, are you in the Network Admin page?

You can get there with the following url:

When I attempt to go to /wp-admin/network/ I receive a message that says "You do not have sufficient permissions to access this page." Even though this site already has multiple sub-domain sites, the lines for setting up the network do not exist in the wp-config.php file and when I add define('WP_ALLOW_MULTISITE', true); to the file, I do not receive the link in the admin panel to set up the network.

Two more questions. First, what version of WordPress are you running? Secong, have you read everything over here: http://codex.wordpress.org/Create_A_Network

The readme.html file says it is version 3.2.1. I have followed the instructions outlined on this sate as well as at the link you provided and after step 3 I never get the "Network Setup" menu item to complete the installation. The site already had multiple sites set up, so I'm not understanding why the link to add sites wouldn't already be there.
