Is there a way we can customize the
1. Login page
2. Dashboard
of the admin section? In other words have our own theme for the Admin login and Dashboard?

Have you looked at the Rebranding plugin?

Giving the codex page on the topic would be a plus as well:

And give these a looksee on redoing the login page although I believe this is covered by the rebranding plugin as well:
