Makes a bit of sense as we're all conditioned to associate images with people but not everybody uses the avatar plugin. Plus with buddypress, they use their own avatar system that conflicts with the one from here.
Well if the wpmu avatars were used I would edit the plugin to make them use my own locally hosted avatars from another plugin with gravatars as backup. Just seems an obvious thing to do in general
