Unfortunately, this is by WP design - unassigned users can't access any other page then their profile, including sub-pages. The plugin, however, needs them to have access to a sub-page so that they can upload their avatars. From a general perspective, it kind of makes sense to disallow uploads to users that can't even access sub-pages in admin area, although perhaps counter-intuitive. There's also the fact that plugin does show the avatar changing link to those users as well, which shouldn't be happening and will be addressed in the next plugin release.
as VeBailovity has mentioned this issue is being addressed in the next plugin release which should be coming up relatively soon.
Therefore until after the release and retest of this anomaly, we will be closing this particular ticket which if there is still a problem after the new release/update should be addressed in a new thread.
