I can't seem to replicate that in testing, though the get_blog_permalink() is actually a core function, so it definitely should not be undefined.
Could you check to see that your /wp-includes/ms-functions.php file isn't missing or corrupted?

I checked, file is here. Moreover, the error message doesn't show up again. I don't know what happened...

I get this error too. Seem it happens if network mode is disabled. Can we add validation so it works perfectly with WP+BP without multisite?

The fix for the issue should be in the latest plugin release (v2.1.6, just released).
