According the Install Instructions you do not have to Network Activate it. You could choose to allow other sites to use it if they want or not. But activating it only on the main site will still allow everyone to use it.
So I upload the plugin, and then use a single test user to activate the plugin on a site, but then notice that it has no setting link under Questions so I can allow who or who to answer or ask questions. Then I test to answer question using another test user, but it failed. Instead of allowing a test user to answer question, it sends test user to main page (as if it's 404). Then I log in as the user who has activate the QA plugin, under answers link under Questions, I saw there are four draft posts. When click preview, it shows nothing but the question itself.
I think this is not going to work for user by user case! Maybe it has to be activated as network activation only?
Can you just explain in detail exactly what you're trying to achieve? I understand that you're using BuddyPress but not clear on the exact usage you're after.

Just that, wouldn't it also allow a fine grain control of who should be able to post/write questions and answers? For an example, in the chat plugin, a user can fine grain control who can log in to chat and who can only read chat etc... I hope you know what I mean. For now, it seems that if I allow QA plugin to be activated manually by each user, the settings for such fine grain control isn't anywhere to be found for each user. I've not tried to network activate this plugin in fear of not knowing what it will do in massive scale, because case by case isn't working the way I thought it would. Thanks...
I believe this should be fine - you simply need to allow sub-site users to activate the plugin on a per-site basis and they'll be able to use it just as you can on the main site.

Gosh! I played around with the program for awhile and found the answer to my own question!
For others who might be laymen like myself and need a boost:
Simply Network Deactivate the plugin in your Network Admin plugins.
Now go into your settings and ALLOW users to have the ability to use plugins.
Now all of your users can go and activate the plugin themselves without your intervention.
