Thank you for bringing this significant issue to our attention.
This is indeed puzzling that you do not have the reply box below the posts in the ticket.
I have tested using Firefox 13.01, IE9, and Opera 12.0
However, after just now watching your screen cast just now I see the issue, take not in the upper right corner it says "sign in", this shows you are not logged in, you must log in first before the reply box is going to show.
