Hi i have a multisite running with Pro Site
When people signup for a subsite, they get the Sample page by default. But i want that people get a Contact and About page by default.
how can i do this? is there a plugin? or do i need the change this in the code?

There are many ways to accomplish this, however different ways have different consequences as all things do.
Probably the best way to do this without inconveniencing the new site owner or being too intrusive, is through the very means that is supplied within the network of WordPress itself i.e. the very first post, the very first comment etc. Network admin dashboard --> Network Settings --> New Site Settings
The first post can be this very information that you suggested you were interested in without being too intrusive or making it too hard for new site owners to deactivate or remove.
Otherwise we can go to redirects or even hard coded stuff if you want to accomplish this, but I recommend the above method as the best.
Please advise as to your thoughts on this very subject.

but i want to create 2 or 3 default pages with each different content? can i accomplish that with a plugin ?

An alternative option is to use the New Blogs template - http://premium.wpmudev.org/project/new-blog-template
How it works is you set up a new site exactly how you want all newly created sites to look like on your network, with all the preset pages, posts, widgets etc and then turn it into a template. Then you set this template as the default and all newly created sites will look exactly like it.
For example, here is a template blog used on one of our Edublogs Campus installs - http://pln.mulgrave.com/mulgraveefoliotemp/ They wanted all newly created sites to include default information on how to set up their eportfolio,
