I enabled "One Time Payment" entered my Paypal info and it still lets my members post ads for free.

Thank you for posting here on the Community. I apologize for our slow response, but over weekends we generally have a longer response time than during the week.
In order to investigate what could be causing this error, I first have to ask all the standard questions. Did you enable PayPal live mode under WP admin dashboard » Classifieds » Settings » Payment Types tab?
By default the plugin has it in sandbox mode, which is only for testing purposes.
Once I know whether your PayPal module is live, I can investigate further.

Thank you for the additional input being the screen shot.
Please check that you have accurately entered your API credentials and other PayPal information and that there are no blank spaces at the ends like those common to copy and paste actions.
Looking at your screen shot - even though it is shadowed out, the API signature looks way too long to be correct. Please check this also and advise.
Please advise if you have found any of these problems mentioned above and post any errors messages you may be receiving.
Also a direct URL would be nice so that we could test your installation ourselves to see.

I'm having the same problem.
Regarding your advice, I have checked for the proper Paypal settings, API credentials, and hanging spaces. Everything seems to be properly placed and activated on the admin side.
I don't receive any error messages at all. It will simply allow any user to list ads for free.

You can set up a test user if you'd like.

Thank you for your additional input into this subject, it is greatly appreciated.
I tried to signup to your site to see first hand what is happening there and I never received the activation email.
It has been about twenty minutes now and I am 100% sure I used the correct email address.
Needless to say that this has indeed halted my testing.
Please advise.

Sorry about that. I'm still in the creation and rearranging of the site.
I've created a user for you:
user = testuser2
pass = testpass
and the My Classifieds menu is listed under the Sell menu.

Thank you for that additional information, it is greatly appreciated.
Believe it or not I had no trouble finding your classifieds section the first time around :-)
This is not what my testing revealed of your installation indicated as shown in my screen shot below, it will not allow me to post an ad unless I have credits, it made me save my ad as a draft.
You should be able to see my ad in the drafts or under saved ads.
However, I do not see a link to buy credits, this is what needs to be setup or showing is a way to pay for the classifieds or more accurately purchase credits.
Please advise.
