When a user creates a site and they log in to change there store setting it will not save any setting in relation to the pay pal settings for the store.
To reproduce the error do the following steps:
1. Create a brand new site.
2. After site is created click Manage Your Market.
3. Log in with user name and password used to create site.
4. Click on Store Settings.
5. Click on Payments.
6. Type an email in the PayPal Email Address textbox.
7. Click Save Settings Button.
8. The PayPal Email Address textbox will be empty, when it shouldn't
Does anyone have input on where I need to change this in the code and how to change it?

Thank you for this great question and bringing this significant issue to our attention.
Please try this:

5B. Choose PayPal Express Checkout.
6. Type an email in the PayPal Email Address textbox.
7. Click Save Settings Button.

Can you please confirm that 5B I added above is being done by any chance?

The plugin that I use TT Frontend uses the marketpress screen. The guy said that he doesn't change anything with marketpress

If you look in your provided screen shot above, you can see an option for PayPal Express Checkout as an option.
Do you have other gateways activated other then PayPal Chained payments?
Please advise.

Nope the one that I bolded is the only one that is checked.
We went through the Template too to be sure that everything is set as chained payments.
The funny thing is that it worked correctly before I hit update.

I am still wondering why in your screen shot above it indeed shows the PayPal Express Option? Do you see it?

Are you talking about this list? It's the list that shows up for the theme template when a new member registers. It has boxes that you are to check off. I have the PAYPAL checked and NOT the others.

The update is when you see that circle thing on the top of the page that shows how many updates you have. I hit update and after that is when it happened.

Not referring to the updates, I was referring to the graphic you supplied in this post:

You can at the top clearly see the PayPal Express option.
You clicked on the updates circle, but did you apply any updates by any chance? And if so which ones?
Do you have a backup from before the change when everything was working OK?

Oh- Yes now I see the PayPal express. I don't have that checked off am I supposed to?
I'm using pro-site membership, and percentage off of sales too. I have chained payments set up.
I don't have backups, I didn't know that I was supposed to have backups.
I just usually click on it and update everything.

Ok Joe,
We figured it out. We did find an old file before the update. Yeah!! We got it to work.
Something must have triggered it to do something with the e-mail part of it.
Thank you for your help. I didn't hear back from you after I sent my info to you via e-mail.
