Hello,
I have just recently installed the Membership plugin to my website... http://www.ctbusy.com. I have struggled to get it functioning properly and wasn't sure if that is because I don't have Buddypress installed on my website yet. Does Membership rely on having Buddypress installed first?

BuddyPress isn't needed.
What issues have you had? And did you read through the 60 page manual?

Hello,
Yes, I've been reading through the manual. One of my big questions is how to force someone to sign in to access resources. For first time visitors, I can guide them to register. However, the next time they visit the site, they are greeted with the same registration page. How do I get a "Sign In" form so they can enter in their username and ID and get redirected to their account homepage or the member's resource page?

You could link them to the wp-login.php area of your site. Maybe use the meta widget in WordPress
You could use some custom template:

Or you could use a plugin:
http://wordpress.org/extend/plugins/sidebar-login/
There are other plugins which can do similar things. Some themes also have their own forms.
