Sounds like a potential plugin or theme conflict here....
I've just tested on my install and it works as expected.
Even themes can cause conflicts in the admin area. So the best thing to do would be deactivate all plugins and revert back to the default Twenty Eleven theme, then test again. It should work. Then re-activate each one, one at a time until you find the conflict.
You could also check you have the following table in the DB wp_domain_mapping (or domain_map).

I tried de-activating all but twenty eleven.

It wasn't a conflict. :-)
You placed the:
define( 'SUNRISE', 'on' );Right at the bottom, it needed to be higher in your wp-config. Around:
/* That's all, stop editing! Happy blogging. */Would have been fine :-)
