I'm assuming you're referring to the admin bar (bar at the top of the page). An admin bar was added into WPMU and then removed due to complaints. It was supposed to be turned into a plugin but I don't believe that ever happened. I'm guessing there wasn't much interest.
If a feature is removed from WPMU itself due to complaints I'm not really sure it's something we would want to develop. That's a pretty good indication of the level of interest.
I just need a global header bar that I can edit myself. Basically I would edit in something like "Log in" with username/password window. "Get your own $name blog." and align right "See an other $name blog" to go to a random blog.
I tried to edit in the random blog thing with the global footer plugin but the footer ended up on different places on some themes.

The admin bar was bad, but a global header bar is a good idea. Kind of like on blogger.com. It makes the blogs visitors get their own blog.
