Global Header/Footer on Sub-Blogs

I'm looking at http://tripawds.com/, the owner is a member here which is how I found the site. I'm wondering about the global header and footer used on all pages there, the bit that says

Is that done using the Global Footer plugin and then with some css trickery putting it at the top of the page as well?

Sorry, don't know if it's the done thing to ask about member sites but well it's not negative or anything

It's totally ok to ask, and sorry you didn't receive a reply to this post sooner!

I'm pretty certain that those elements have just been added into the theme, most likely just after the <body> and just before the </body> tags.

The global footer plugin is really best for adding in things like advertising JS overlays, or stays stuff, or anything JS (like the Wibya bar).
