You should take the advice in that article whether you have 1 or 100 plugins, the quicker your site loads the better it is for you, your end users and your SEO. Google apparently use site load speeds a metric to determine your search engine position.

Your question doesn't really ask enough. Reliably.... Well that depends on your hosting environment, how much ram you have, the CPU, etc. You see running on a 386 you won't get far at all but if you some some a quad cores or better.... Well.... You get the gist.
We try to make edits direct to the core rather than use plugins when its not to complex. We then document those changes so that when the next version is released we perform the same changes before uploading the code. We don't upgrade every version unless it is security related or has a critical feature addition.
