I need to install a widget to appear on the dashboard of ALL sites in my wp3 multi-site install. Is there an existing plugin to accomplish this?

Yep, there's an API for it here: http://codex.wordpress.org/Function_Reference/wp_add_dashboard_widget

I believe the solution to your question is Custom DashBoard Widgets here on WPMU Dev :-)
We use it ourselves and it works great :-)
