The installation instructions say this:
1. Download the Anti-Splog plugin file
2. Unzip the file into a folder on your hard drive
3. Upload the /anti-splog/ folder to the /wp-content/plugins/ folder on your site
Note: If you have an older version of the plugin installed in /mu-plugins/ please delete it.
4. Visit Network Admin -> Plugins and Network Activate it there.
5. Upload blog-suspended.php into the /wp-content/ folder on your site
But there is also a anti-splog.php file and no mention of where it's suppose to be.

I had this same problem a week or so ago and did a bit of trial and error. I think I got it right as it's certainly working :). I have the folder and file both uploaded to the /wp-content/mu-plugins folders like:

@teckyhead, My understanding is that Automattic is trying to get rid of the mu-plugins directory as of 3.1. They want everything in the plugins subdirectory and for sitewide stuff to be Network Activated.

Sorry, the current version goes in mu-plugins. The unexpected delay of WP 3.1 has thrown some of our installation instructions off compared to the uploaded file versions.

Looks like it as there's no mention what so ever of the file within the instructions.
I'll flag this for Aaron for a confirmation but I would imagine that it would go within the plugins subdirectory.
