I'm new here

is it just my copy went awry? or is 3.1 missing the excerpts, allow ping, allow comments and custom field sections?

Hi TonyV!

You're the second person to ask that in 2 days! I guess the folks at WordPress forgot that rule about taking features away, huh!

Anyway, they're all still there - just look for the "Screen Options" tab in the top-right when you're writing a new post.

That has each of the items you're looking for disabled, just check them to bring them back in again.
