I'm trying to add a simple blog signup form to the homepage template but can't get wp-signup.php to fully fit in there without breaking the footer. Also can't find anyone online that's been able to do this. Anyone know if this is possible (code, plugin or redirect) and how?

I do not know of anyway to actually add the signup as you have described successfully since this is involving the core of WordPress. However, see below .....
This can certainly be done with a redirect. You would want to setup a redirect something like this:
yourdomain.com/ --> yourdomain.com/signup.php
Then the singup.php page basically becomes the homepage.

Another approach to Joe's solution could be found by the Theme My Login plugin. Works really well (if this is what you want).
See what fits you best and let us know.

Redirect is an interesting idea, so then I would probably just wrap content includes around it to pull in copy/images/etc…

All I'm really getting is a login form with a register link, I want people to be able to sign-up for a blog when they land on the domain, and possibly simplify the signup to "blog name", "email" no confirm and "password" inputs so it's easy 3 step signup.

You could probably try a combination with one of the following:
Quick Page/Post Redirect Plugin or Redirection.

Some other options for you.
Use our membership plugin:
http://premium.wpmudev.org/project/membership
You can embed a shortcode where ever you wish then, They simply sign up for a free level/subscription you create.
Or another option might something like Formidable or Gravity Forms, they are both premium plugins but work rather well. I personally prefer the styling of Gravity but I know some will prefer Formidable just the same. :-)

You can even use them for have custom submission forms, have guest posters that sort of thing.
