Hi,
I am using Ad Sharing plugin and when I open it's settings page from network admin, there are many settings listed, but when I open the settings page from sample blog (so, when anyone enters AD settings page) there are shown only two options - "Save Changes" and "Reset".
What is this?

Most of the plugin options are exposed in Network settings, but your site admins can change the ad code displayed before and after the page/post. This is what the /wp-admin/options-general.php?page=user-advertising page is for.
However, for them to be able to edit anything, you'll have to enable some "Ad locations" in your plugin options in Network settings: http://i55.tinypic.com/2r7aftg.png After this, you should see one or two textareas in your site settings (depending on how many locations you enabled), that allow your blog users to override the default Network ad code.
I do see how showing an empty form with two buttons isn't really intuitive, so in the latest release (v1.2, just released) we're showing an informative message instead.

Hiya!
I can confirm that I'm also seeing this issue in the latest version of WordPress with no other plugins activated so I believe it's a bug.
I'll pass it onto the developer for fixing asap.
