I'm starting a new site. Everyone will have to be a paying member to blog and all members get the same package of features/plugins/storage. It seems that Pay To Blog is simpler to manage than Supporter. I've got Supporter installed right now but I've noticed that people can still get to their dashboards after time runs out, I don't want this. For my scenario am I better off using Pay To Blog or Supporter? The screenshots of Pay To Blog show even dollar amounts, can there be cents, $7.95 for example?

With what you;re describing, I would go with Pay Per Blog. Gotta admit though I still like the idea of providing a trial period which would give folks the chance to try your service before forking out the cash. I know when I visit a new site, if I have to provide even PayPal verification, 99% of the time, I'm not going to bother. You can have a trial period with Supporter.
You would have to edit the plugin itself for the specific pricing you would want. We've discussed it a couple of times previously. For example:

My concern about offering free trials is that seems to invite Splogs, no? If someone knows that they have to pay to post anything that would stop them from even trying wouldn't it?
