I just updated to the latest version. I try to deactivate and renstall again and let you know if I can see it on the setting tab.

I've got the plugin running on a test site and can see the menu item in the Settings section as follows:
That said, could you let us know which version of WordPress you're using? And is it Multisite enabled?
