There is no need to set up a level for your free subscribers because how Pro sites works is when user signs up for a site their site is automatically free.
In your situation since you only want to have one type of Paid subscriber you only need to set up one level for your paid subscribers (Level 1). For example, on Edublogs.org we only have one type of paid subscriber which is Edublogs Pro and our Level 1 is Edublogs Pro.

When i want to login with a sub-site in wp-admin, i am redirected to the Pro Site(menu) of the main site.
The subsite cannot login in their Dashboard, when you login you will be redirected.
Thanks for letting us know you now have it working and I did wonder if you have activated 'Pay to Blog'. My apologies and I should have checked if you had that option activated.

I dissabled " Pay To Blog " in Modules/gateways and now it works
