Greetings :-)
considering the multi level hierarchy, that they are all currently in the last or bottom level, and which is really the highest level - what about temporarily moving them all to the Free level and see if you can delete the levels below or actually higher levels?
This would be logical in a hierarchy that you cannot delete the in between levels when there are sites in levels above.

Levels always have to be in order starting at one, so to delete them you have to start at the highest.
The good news is though that deleting a level does not touch that actual level number current subscribers are set at, so they will maintain access to features of any level number lower. And if you decide to add that level back, they will still be on it.
Example:
You have levels 1, 2, 3, 4. Most users are at level 4. But you want to get rid of level 1, so you delete 4, then shift all the level settings up one (prices, limited features, etc). So then current level 4 members would in practice have access to all features of 1, 2, 3 which is the same as level 3.
If you want to do things permanently, you can do a db query to mass move everyone down a level. But that won't be permanent because the level is tied to their paypal subscription. When their next payment comes through it would set it as 4 again.
Basically the system was not designed to allow you to delete a level people are currently on, but you should be ok if you follow the example.

Hiya!
It's likely that you have blogs assigned to those levels that you're not able to delete.
Move the blogs onto a different level first and then you should be given the option to delete.
Thanks,
Phil

Hey Phil, no that didnt work unfortunately.
The delete button still only shows on the Platinum level and that's where most of the Pro Sites are.
I've moved all of them from that level and still no option to delete...

Only other place where I can see this level is selected in on the free trial when I first tested it out, although it has been disabled.
So it's selected, but disabled, not sure if that does anything?
EDIT: Probably not as the Platinum (bottom one) is the only one with the active delete button, even though there are many blogs on that level.

@Aaron, thanks I got it sorted, although it didnt fix the other problem that I thought it would..
The main purpose for me deleting that free level is Pro Sites already has the free level built in.
I cant get it to show up as an option though on the checkout screen like you show here:
http://premium.wpmudev.org/forums/topic/feature-request-pro-sites-free-level#post-145551
I've added it in screenshots. So to clarify, that default level should be there, I don't have to create it then for this to show up on checkout?
