I'm trying to set some users to receive admin email = no, but it's not working. Sometimes it does work, but right now it isn't. I've tried from both 'User' tabs, the super admin one and the main blog one.

No not duplicate, the other thread was about adding users without sending an activation email, this is a plugin support question about admin emails, if I try to change the user's setting to "No" it won't work, it stubbornly stays "Yes". I can change my own account setting for this but not others, as the Super Admin I should be able to edit other users profile info.

Alright, I took a look at this. Are you by chance using a custom prefix for your database tables? It looks like this plugin calls for the default "wp_". Check your php error logs to see if there's anything there related to databases and "mass_mailer". I'll tag Andrew on this one as we may need to upgrade this plugin.

We should close this topic as it's a duplicate of the one here:

My apologies, I was unclear as to what you were looking for. Which plugin are you using? Is this for WordPress 3.0?

No problem it's Mass Email Sender, I thought it was called Admin Emails but wrong, http://premium.wpmudev.org/project/mass-email-sender
I can't change the Yes/No setting for users, as Super Admin I think that should be possible.
