a client of mine has phpbb and its not working properly. not sure i can fix it either. So i have to ask - is BuddyPress suitable to replace a forum? Or what is the purpose of BuddyPress?

BuddyPress is more of a social networking plugin, it will allow people to have their own groups, forums, activity streams, etc, etc, plugins can be used to extend the system for things like event calendars, photo albums, etc, etc.
BuddyPress utilises a forum software call bbPress, you can find that here:

BuddyPress utilises a forum software call bbPress, you can find that here:

bbPress is a nice lightweight plugin, not OTT with features and bloat.
If you want something more fuller and complex then you could consider SimplePress:
