Currently the option of not allowing site admins to make changes hides the complete options menu from them but I'd really like to give them access to the basic settings, as in when/where/how to display the voting buttons, or maybe even hide them but not to the other settings to prevent "cheating" and ppl. voting their own posts multiple times to get featured on the front page.

Not at the moment, but it'd certainly be a cool feature for network admins.
