Just Getting Started

I'm new to this site, and am trying to create a paid blogging network like EduBlogs.org.

Is there a plugin to create a page like this on the EduBlogs site:

Thats just a standard WordPress form, it was styled in the theme thats all.

I understand, thanks. But the process of allowing a user to create a new blog from a form; that's what's confusing to me.

Is this a plugin function? Or some custom coding?
