Is it possible for admin to create a site for a user without bothering them for their login credentials?
I know I can create the site as admin but I also want to be able to see exactly what they see in their backend all without having to bother them.
Of course they will be requesting a site first.

You can create a site easily from the Super Admin->Sites menu, or in 3.1 Network Admin -> Sites -> Add New.
As far as seeing what they see you can access the blog just fine as super admin, and the difference between what an admin and you sees is negligible. I have heard of a plugin that lets a superadmin logon as any user, but don't recall where.
