As you can see from the threads, I've been messing around with the Upgrades plugin for the past day or so, but as I'm doing so, I'm realizing that it's really not for me.
I want to package a bunch of plugins together -- custom and open -- and sell my complete solution to folks.
The plan is to have no "free" version of my installation (don't worry, I plan on making some of our custom plugins open source).
So, what I'm really wanting is to charge folks as they sign up for a site. I'm fine using PayPal's recurring payments for this... but I'd really like to use an existing plugin before building a dreaded billing feature.
Otherwise, I guess I'll have to hack around with Upgrades some more, and get some fairly hefty plugins (subdirectories and all) working within the /upgrade-plugins framework.

Btw, the Upgrades plugin could be used as an example of how to work with the PayPal "API". There are even a few WP plugins that you could probably modify to work for this. The one we use for this site might be worth a look. It's called 'WPB-PayPal'.

Do remember that if you create a "Pay to create" site, you're going against those who allow visitors to create their own site for free. Even with the hooks of the added features.
Yeah... I'm hacking WP up pretty nicely with some other plugins and creating a product that doesn't much look like a normal blog, so I'm not concerned about competing with other MU hosts. As I said, most plugins will be released to the public, some not.
I'm just tired of running companies which don't have a business model :-)

Just to throw this out, we use the free trac over at assembla.com if you want to plan out stuff like development points, milestones and the like. It's a big help.

It is. With all of the software we support, that's the only way we can keep track of everything.
The only problem we have with it is that when I have a tech access it, it comes out of our hourly budget as they call it a level 2 or higher issue. Still a big plus.

Just as a reminder: http://premium.wpmudev.org/forums/topic.php?id=68
For the record though, this wouldn't be difficult at all to make.
You would have to potentially hack some core files, yes, but not much. Honestly, if any.
Make em pick a plan, process through PP, get the data back, make the blog.

@drmike,
That looks like a great resource, even for just one person to keep track of all the to-dos!
