Do you think visitors would be interested in a aggregated list of links? Sure they're interested in aggregated posts (that's why they came to the site after all) but I'm not sure about links.
I'm more interest in admin's sitewide link where admin can change wordpress mu's default blogroll (that has wordpress.com links). I don't think aggregating links from users will be good. It could turn out to be more spams!
I think this is also a great idea an admin's sitewide link where admin can change wordpress mu's default blogroll - this would make it so new people could easily accomplish this task without messing with the templates.

but I want to change default blogrolls link.For example wordpress.org etc...

They have http://premium.wpmudev.org/project/rebranded-meta-widget but maby you can mod it to do what you want :)

Yep,I'm using rebranded meta widget but this is not working default.
If user add blogroll widget - yes it works.
but if theme's sidebar have default list_bookmark code - not working.

@Mustafa Just a idea old school :)
If you have a lot of themes this will be a lot of work :)
Go make a include file like links.html and then dump it in to the root of your website and then just add its path in the themes.
This way you only have to edit the links on links.html and then update the file once and it will update all the links on the blogs .
The only down side is to go and edit all the themes .
