Can you provide the URL of the domain you are testing Membership on?
Also, it would be very helpful to provide a screenshot of the Subscription Plans pages.
Go to Membership>>Subscriptions (the URL is /wp-admin/admin.php?page=membershipsubs on your site).
And it's good to provide a detail screenshot from the edit page of one of the plans. This way we can check how you configured the plans.
Regarding your cookies issue, are you having any trouble logging in? First try logging into WP admin using a different browser.

I enabled paypal gateway and subscribe button appeared... it's free membership site that's why I never thought of enabling paypal gateway..
