Support allows for paypal subscriptions and the ability to turn on and off features and allows for free blogs to be established. Pay to Blog is single pay and basically you pay to blog or nothing.
I don't think you'd want to use both at the same time.

Agreed. Supporter is more of an upgrade system while Pay to Blog is an all or nothing.
