Sorry, there are no main customer API texts there:
Terms and Conditions
I agree to the Terms of Use
But I find a solution: these texts are from Membership plugin language file, so it is needed to repair also Membership plugin language file to run TOS plugin correctly.

It is fully i18n, you just need to create your own po file using poedit or the like.

sorry for misunderstanding, it is already solved by myself (I made translations in other language file).
It is just an info for others from our community: some parts of translations are covered by other - Membership - language file.
