I want to move periodically move WordPress MU site from development domain (say development.com) to production site on a new domain. (production.com). Everything will remain the same, (pages, posts, plugin, themes), except domain name.

It's not a plugin, but a method for development. There's also a bit of discussion on this topic at the following thread:
