hello,
when someone sign up for a blog in wordpress multisite, can this plugin integrate the sign up user to whmcs client automatically?

I believe that you would want to check out the WHMCS WP Integration plugin and for sure the WHMCS MU Provisioning plugin to make this happen as you described.
