Enabling plugin access site wide

WordPress MU default setting for plugins is disabled.

If you want users to be able to access regular plugins you first need to enable access to them site wide as follows:

1. Navigate to Network Admin > Settings > Network Settings
2. Check Plugins next to Enable Administration Menus
3. Click Update Options
