404 for store admin url, after creating new store

Please, need help setting the etsy like site.

I followed tutorial and everything worked fine, till creating new store via frontend form.

After creating a new site, this url is 404

http://domain.com/user_site/wp-login.php

i am not using subdomains, using subfolders and i am on windows server 2008, maybe some rewrite need to be set.

Please, if anybody knows, help

thanks,
Daniel
