Admin Controlled Attendance Plugin

Im looking for a plugin for a non-profit that will just let the admin have events made and a list of all the users on the site that have made an account so that the admin can sign them in and out for attending events and this also needs to be documented for tracking the attendance.

I've done hours of research and can't find anything that gets the job done. Any help would be appreciated.

Also i can't give access to the site since its a non-profit that I'm working for.
