Anti-Spam on Multisite; General "Network Activate" question

I want to extend the WPMU anti-spam features to all sites on my network. Should I do this by using "Network Activate," or by adding those plugins to Pro Sites and making sure "Anyone" (even free sites) have access to them?

In general, what happens to a plugin when I "Network Activate" it? Does every site on the Multisite network inherit that plugin?

    When you network-activate a plugin, all sites in your network will inherit the settings you adjust in your network-admin area.

    Should I do this by using "Network Activate," or by adding those plugins to Pro Sites and making sure "Anyone" (even free sites) have access to them?

    If you want control over the settings, network-activate. If you want site owners to be able to adjust settings, then yes, you can add them to Pro Sites.

    For spam plugins, it may be best to network-activate so you keep control.
