Can a bad function on a theme break a whole network?

I've started operating a Multisite network to better host all my client sites.

As I start to work on a custom child theme, I'm wondering:

Could a poorly written function on a theme enabled for only one site cause issues throughout an entire network that is otherwise not using that theme?

I guess the same question could be asked about plugins.

My guess is yes... but what do you think?

    While it will not directly impact the other sites where its not activated but depending on where the poor function lies, network activating the theme might crash the whole network. So I will never take a risk if I am not sure about a theme.

    Its always good to have a sandbox along with the live site so things can be tested.

    Same is the issue with Plugins.
