Can you limit users ability to create tickets on Support System

Hello and good afternoon.

I see that support system integrates with pro sites so people at a certain level can access it.

What would be more useful to me would be if I could limit the number of tickets users could create depending on their membership level. Is there a way this could happen perhaps by utilising another plugin? I know Pro Sites can set limits on number of posts....are support tickets a custom post type?
