Can't get any pop-up to display, any ideas?

I just recently added the Pop Up! plugin to add some nifty attention grabbing call to actions, but I'm wondering if you're able to add a "catch-all" type of pop-up?

I have them displaying with singular Conditions set, but when I start to add multiple I get nothing.

Can you not have 1 pop up for both logged-in and logged out users?
