Can't Set Up Vagrant Development System per WP Basics Class

I have not been able to complete this assignment on Windows 10. Here is a screenshot. Using the curl command doesn't work. I went on chat and they said they would contact the instructor but it has been a week. I am concerned I am not getting any help.

    Hello Randal,

    This is screenshot from course – in order to help I would need to have more information on what is happening on your computer when you try to exceut this command? If you are getting errors I would need to see them – then I can consult someone who is familiar with Vagrant (I personally use XAMPP on Linux).
