Create a second administrator user role who can upgrade sites

I have a multisite network that uses ProSites to allow users to pay for blogs.
I want to create a second admin user role (called fts_admin) for a client who will be admin for several sites on his account - the reason I need a separate role is so I can customize the dashboard for his specific role.

What I've found though is that my new fts_admin role cant upgrade a site as the are not an "administrator". Is there a capability I can add to this role in order to allow them to upgrade the sites on their account?
