CSS differs between user levels…?

CSS changes to child theme style.css are no longer affecting both logged in and logged out users.

I believe it has to do with the following code from mytheme/includes/functions.php that was changed in a recent update, but not sure of exact fix. The jquery calls need to be removed because of plugin conflicts, but that doesn’t seem to fix everything.

any suggestions/help appreciated. Lmk if further documentation of CSS specifics is needed.
