Downloaded Custom Admin Text Lite, and is not showing up.

Hello,

I downloaded the Custom Admin Text Lite Plugin and I don’t see where it I can make changes. I read that I’m supposed to see a new ‘Text Change’ menu below Settings in my WP admin dashboard, but I don’t see it.
